were as yet only approximate.

4. In view of the arrangements regarding the three

exchanges having been so described in the proceedings

of the Committee, it is unfortunate that no qualifica-

tion was introduced by the Governor into his general

approval of the recommendations of the Committee, if

his intention was to proceed no further with the

negociations relating to No.3 exchange, and also that no

such intimation was conveyed to the Military Authorities

till the 11th May 1901, when the Director of Works

apprised the Commanding Royal Engineer to that

effect.

Mr. Brodrick hopes that Mr.Chamberlain will

agree that it is undesirable that the present opportunity

for closing a long standing controversy should be

neglected, and that the triple exchange, as approved by

the Treasury, should now be effected subject to such

modifications in detail in respect of No.3 exchange

as may be necessitated by the later surveys prepared

by March 1901.

If No.3 exchange be thus accepted in principle

Mr.Brodrick is prepared to consent that the transfers

connected
